Short answer


Clicking but not lighting
GE says gas burners are often slow to light or will not light because the burner is wet or dirty, the electrode is not seated properly, or the burner head and cap are not matched up. After cleaning, the burner keeps clicking until the ports dry: shake out the water and air-dry the heads and caps, or set them in a warm oven for 30 minutes (GE Appliances). For a burner that will not light, GE's steps are to poke the burner holes clear with a needle or paper clip, then wipe the electrode tip and press it down (GE Appliances).
Whirlpool adds checking whether a control lockout is on, and whether all burners or only one fail (Whirlpool).
No clicking at all
If you hear no clicking or sparking, GE says to check the circuit breaker that powers the range; if that is fine, it needs service (GE Appliances). Gas ranges still need electricity for the igniters.
Propane
GE says its gas cooking appliances come ready for natural gas and include an LP conversion kit, which a qualified installer should fit. A bad conversion shows as flames that are too high, yellow, sooty or noisy (GE Appliances). See the propane guide.
